We continue to be concerned about the chorous of experts and studies highlighting the need to address systemic patent production and backlog issues at the Patent and Trademark Office (PTO).  Additionally, we believe more careful examination is warranted regarding provisions that determine how damages are calculated to ensure the provisions do not undermine innovation or encourage patent infringement.
